Good game design comes from storyboards, user requirements, functional specifications and a design qualification.

Those are all documents a game *requires* before you even bother to write code. Call the docs anything you like but you have to have a story, you have to know what you're going to need to tell that sorry, can all those things work together and how do they work together, and last but not least does this make a fun game and how is it a game that works?
